This issue has led to the emergence of the theory of public choice in neoclassical economics, which is incompatible with the foundations and goals of Islamic economics. Using a descriptive-analytical method, this research divides the foundations of the theory of public choice in Islamic economy into two categories, theoretical and practical, and based on these foundations, considers the concept and function of the theory of public choice in Islamic economy to be different from its neoclassical approach. The theoretical and practical foundations of Islamic general choice theory show that the circle of personal benefit as the main motivation of human choice includes spiritual and otherworldly interests, which can be understood and followed only with developed rationality. The Islamic concept of public choice solves the main challenge of this theory, which is the conflict of personal interests with public interests and ultimately ignoring public interests, by expanding the scope of personal interests and provides the basis for reaching the economic goals of Islam, including social justice. یکی از چالش‌های اساسی در حوزه‌های عمومی که به یک مسئلۀ مهم در اقتصاد سیاسی جدید تبدیل شده، پی‌گیری نفع شخصی مادی از سوی افراد و نادیده ‌گرفتن منافع عمومی است. این موضوع، به پیدایش نظریۀ انتخاب عمومی در اقتصاد نئوکلاسیک منجر شده که با مبانی و اهداف اقتصاد اسلامی ناسازگار است. این تحقیق با روش توصیفی ـ تحلیلی، مبانی نظریۀ انتخاب عمومی در اقتصاد اسلامی را به دو دستۀ نظری و کاربردی تقسیم کرده و با اتکا بر مبانی مزبور، مفهوم و کارکرد نظریۀ انتخاب عمومی در اقتصاد اسلامی را متفاوت از رویکرد نئوکلاسیکی آن می‌داند. مبانی نظری و کاربردی نظریۀ انتخاب عمومی اسلامی نشان می‌دهد که دایره‌ی نفع شخصی به‌عنوان انگیزه‌ی اصلی انتخاب انسان، شامل منافع معنوی و اخروی نیز می‌شود که تنها با عقلانیت تکامل‌یافته، قابل درک و پی‌گیری است. مفهوم اسلامی انتخاب عمومی، چالش اصلی این نظریه را که تعارض منافع شخصی با منافع عمومی و در نهایت نادیده انگاشتن منافع عمومی باشد، از طریق گسترش دایرۀ شمول منافع شخصی برطرف کرده و زمینه را برای دسترسی به اهداف اقتصادی اسلام ازجمله عدالت اجتماعی فراهم می‌کند. https://marifat.nashriyat.ir/sites/marifat.nashriyat.ir/files/article-files/2022111-1711618102.pdf
