The anti-religion and anti-natural behavior of the active political actors in the international arena has led to the creation of a new world, which is devoid of religion and human values. Although the current structure of international relations includes components and institutions such as law and the international organization, it he has a tyrannical temper. In this autocratic system, only the interests, security and the free identity of some actors (powerful political units) will be provided. Without the social reintegration of "religion" and "nature," there will be no possibility for a universal interest in the world. Since the current structure and the international system prevents the return of these two factors, which rejects the domination over the social values, there is no possibility of reforming the current structure and obtaining the public interest. Thus, changing the global system and its behavioral structure is necessary. ایجاد هر رویه‌ی رفتاری از سوی بازیگران فعال اجتماعی و پذیرش بازیگران منفعل سبب شکل گیری ساختار اجتماعی خاصی می گردد. از منظر امام خمینی ره  ارزش های دینی و ارزش های انسانی (فطرت) دو شاخصه‌ی اجتماعی هستند که از ایجاد ساختار اجتماعی سلطه جلوگیری می کنند. رویه رفتاری ضددینی و فطری بازیگران سیاسی فعال در عرصه‌ی بین الملل منجر به ایجاد ساختار و نظم نوین جهانی تهی از دین و ارزش های انسانی شده است. ساختار کنونی روابط بین الملل هر چند مشتمل بر مؤلفه ها و نهادهایی همچون حقوق و سازمان بین الملل است؛ اما خوی استبدادی به خود گرفته است. در این ساختار استبدادی، فقط منافع، امنیت و هویت آزاد برخی از بازیگران (واحدهای سیاسی قدرتمند) تأمین خواهد شد. بدون تجدیدحیات اجتماعی دو مؤلفه «دین» و «فطرت»، امکان استیفای منافع عمومی جهانی فراهم نخواهد شد. ازآنجاکه ساختار و نظام کنونی بین الملل از بازگشت این دو عامل نافی سلطه به ارزش های اجتماعی ممانعت می کند، امکان اصلاح ساختار و استیفای منافع عمومی وجود ندارد و تغییر نظام جهانی و ساختار رفتاری آن ضروری به نظر می رسد. مقاله حاضر به بررسی این موضوع می پردازد. https://marifat.nashriyat.ir/sites/marifat.nashriyat.ir/files/article-files/7_44.pdf
