Civil Rights in Islam are based on fundamental principles, whose recognition can give us a precise framework. Using the descriptive-analytical method and referring Islamic resources, this paper extracts the most important of these principles, and then exposes its ruling logic. The foundations such as the principle of "the Absolute Divine Sovereignty", "preferring the otherworldly interests to the worldly one", "the priority of the spiritual life", "human dignity", "justice", "appropriating behavior", "expediency" and "correlation of right and duty" have a fundamental impact on the citizenship rights. The Islamic government is responsible to pay attention to these principles in the framework of framing the rights of citizenship and putting them into practice in society, because neglecting these principles would undermine civil rights. «حقوق شهروندی» در هر مسلک و مرامی، مبتنی بر مجموعه ای از اصول است که بنیان های اصلی هریک از آن حقوق به شمار می روند. در اسلام نیز حقوق شهروندی مبتنی بر اصول بنیادینی است که شناخت آنها می تواند چارچوب دقیقی از آن به دست دهد. نگارندگان این نوشتار با روش توصیفی ـ تحلیلی و با بهره گیری از منابع اسلامی، مهم ترین این اصول را استخراج کرده و منطق حاکم بر آن حقوق را نشان داده است. اصولی از قبیل اصل «حاکمیت مطلق الهی»، «توجه به مصالح اخروی بر دنیوی و تقدم حق حیات معنوی»، «کرامت انسانی»، «عدالت»، «تناسب رفتاری»، «مصلحت» و «تلازم حق و تکلیف»، تأثیری بنیادین بر ترسیم حقوق شهروندی دارند. دولت اسلامی مؤظف است در راستای چارچوب بندی حقوق شهروندی و عملی ساختن آنها در صحنة جامعه، تمام این اصول را لحاظ کند؛ زیرا لحاظ نکردن حتی یکی از این اصول حقوق شهروندی را به مخاطره خواهد انداخت. https://marifat.nashriyat.ir/sites/marifat.nashriyat.ir/files/article-files/3_47.pdf
