The Islamic state will find meaning in the fivefold process of the realization of Islamic civilization. The Islamic state includes all the agents of the Islamic system, including the executive power and all the rulers and servants of the Islamic system. The aim of the authors of this research is to deal with and explain the capacities and solutions for realizing the Islamic state in the second step of the Islamic revolution. Therefore, the main question is: what are the capacities and solutions for the realization of the Islamic state with emphasis on “the Statement of the Second Phase of the Revolution?” This important goal was achieved by carefully and methodically examining the “the Statement of the Second Phase of the Revolution” and focusing on the intellectual system of Ayatullah Khamenei. The descriptive-analytical method was used to achieve the results. The findings show that the youth, material opportunities and talented human forces form the capacities for creating an Islamic state. Jihadi management and people's participation are also considered as solutions for creating an Islamic state. ایجاد تمدن نوین اسلامی در جهان به عنوان آرمان نهایی انقلاب اسلامی ایران، نیازمند تحقق پیش زمینه هایی است که ازجمله مهم ترین آنان به فرموده رهبر معظم انقلاب اسلامی، برپایی دولت اسلامی است. دولت اسلامی در فرایند پنج گانه تحقق تمدن اسلامی معنا پیدا خواهد کرد. دولت اسلامی شامل همه‌ی کارگزاران نظام اسلامی، اعم از قوه‌ی مجریه و همه‌ی حکومت گران و خدمتگزاران به نظام اسلامی است. هدف نگارندگان این پژوهش، احصاء و تبیین ظرفیت ها و راهکارهای تحقق دولت اسلامی در گام دوم انقلاب اسلامی است. ازاین رو، سؤال اصلی عبارت است از: ظرفیت ها و راهکارهای تحقق دولت اسلامی با تأکید بر بیانیه گام دوم چیست؟ که با بررسی دقیق و روشمند بیانیه گام دوم انقلاب اسلامی و تمرکز بر منظومه‌ی فکری آیت الله خامنه ای، دستیابی به این مهم محقق گشت. در پژوهش حاضر از روش توصیفی ـ تحلیلی برای احصاء نتایج استفاده گردیده است. یافته های حاصله نشان از آن دارد که ظرفیت های ایجاد دولتی اسلامی را جوانان، فرصت های مادی و نیروهای مستعد انسانی تشکیل می دهند. همچنین مدیریت جهادی و مشارکت مردمی، راهکارهایی برای ایجاد دولت اسلامی برشمرده شده اند. https://marifat.nashriyat.ir/sites/marifat.nashriyat.ir/files/article-files/5_87.pdf
