            <Abstract>The duty of the Islamic government towards the weak and oppressed outside the borders of the Islamic state requires solving a deeper problem called the origin of truth. One of the important questions that requires a convincing answer is: How does one gain rights over another? It is possible to use a polemical response to avoid the continuation of the question and answer by saying: Everyone understands who is right, and if it is not clear who is right in a case, we refer to religion and, based on the religious perspective, we determine who is right and who is entitled. What is right? Who is the true owner and authority for determining right? How far do divine rights extend? What are the most important and greatest rights of God over His servants, and conversely, what rights does a servant have against God? This is the result of the following article.</Abstract>
            <OtherAbstract Language="FA">وظیفة حکومت اسلامی نسبت به ناتوانان و مستضعفان خارج از مرز‏های کشور اسلامی، نیازمند حل مسئله‏ای عمیق‏تر با عنوان منشأ حق است. از پرسش‏های مهم که نیازمند پاسخ قانع‏کننده است، اینکه چگونه کسی بر دیگری حق پیدا می‏کند؟ ممکن است با پاسخی جدلی برای ادامه نیافتن پرسش‏ و پاسخ این‏گونه گفته شود که همگان متوجه می‏شوند چه کسی حق دارد و اگر در موردی معلوم نشد که حق با چه کسی است، به دین مراجعه کرده، بر اساس دیدگاه دین، حق و حق‏دار را تشخیص می‏دهیم. اینکه حق چیست؟ مالک حقیقی و مرجع تعیین حق چه کسی است، گستره حقوق الهی تا کجاست؟ مهم‌ترین و بزرگ‌ترین حقوق خدا بر بندگان چیست و بعکس بنده چه حقی در برابر خدا دارد؟ حاصل مقاله پیش‌روست.</OtherAbstract>
