One of the Quranic rules that is a manifestation of the universality and eternity of the Holy Quran is the rule of “continuity and application,” according to which the verses of the Quran are not limited to the time and place of revelation, but rather flow throughout it. Ayatollah Khamenei is one of the commentators who has used this rule in numerous cases. The importance of the issue lies in the frequent use of this rule, which has contributed greatly to updating and applying the teachings of the Quran. This article aims to introduce this dimension of Ayatollah Khamenei’s interpretation with a descriptive-analytical method, by searching his exegetical books, statements, and library data, and seeks to answer the question of what continuity and application are like in Ayatollah Khamenei’s Quranic thoughts? This research, while referring to the narrative reasons, has presented the rules of implementation and implementation from his perspective, and with a pathological perspective, has stated examples of the harms, and with a functionalist perspective, has addressed the effects and benefits of implementation and implementation from His Highness's perspective. As a result, Ayatollah Khamenei's view of the rule of implementation and implementation is in line with Allameh Tabataba'i's view and its development, especially in social and governance issues.
